    Yes. They store some type of consumer identifier and use it to print out coupons tailored to you. So, instead of getting random coupons for things you'd never buy, they can hopefully print off something that's relevant to you and will bring you back in.

    It should be doable without a problem.... I would STRONGLY SUGGEST transferring to a different department, though. If you "step down" but still stay up front, I can guarantee you're basically going to get slammed with the same responsibilities you had when you were a GSA.
