Dating

It depends on your store. Some care, some don't. When it comes to relationships between leaders and those working under them, it's almost always a hard no regardless. The same goes for anyone in AP and of course ETLs and the SD. Things get murkier if the TL involved is a key carrier and opening/closing when the TM is working, but that's not always an issue. Again, it depends on your store.

My advice for dating within Target

Hard no for me. @TheClopen has some good advice, but I think it's a bad idea generally. Unless you're out in the open about it, so everyone knows and doesn't just suspect and gossip about you, it's just inviting trouble. Could still be inviting trouble - what happens if you break up?
If you do move forward, be extra careful about PDAs, even if you think you're not visible. No one wants to walk into a back room aisle and see that.

TL dating brother of our SD and treats TM s they don't like ,arbitrarily , reprimand in front of guests for events not responsibility of that TM...SD does nothing with TM complaints, of course. What to do?

Since they all decorated the SD office for their birthday I d say they've got each others back. Annoying trying to do cash office tripping over stoopid balloons. No one says boo for TM s birthdays.
People misunderstand that the ETL-HR reports to the SD... HRBP is their district leader but for most job functions they report to SD.

They're also the only ones in the store with the power to recommend an SD not be in the position he/she is in.
Like the doctors from star trek when something goes wrong with the captain.

They don’t have that power. Not at all. Even the hrpb can’t control that. Only if the sd does something seriously wrong the hrbp can use p&p to get dsd to deal with.

Just wanted to say thanks to all who gave advice. Truth is that I'm the wife of a closing specialist who started having an affair with a specialty team leader and I was trying to understand what was allowed by target policy in terms of them being together.

I'm sorry that happened to you as well.
Don't worry about what Target's policy is, just get what you need out of this and move on.
The asshole doesn't deserve your time or respect.

Here's my recommendation for a playlist.
