When you get sent to a different store do you take the word of the Team leads about team members? Or do you make your own mind up about each team member as you work with them?

Assess each of them in your own way would be my best advice.

I would definitely consider what the TLs say but also make yourself available to work alongside all the TMs so you can assess them as well. There's no point for the TL and ETL to not be on the same page because it doesn't allow for the work center to progress. Bad for morale as well.
