Because closing is a total store process and not department specific. Business needs vary and cross all departments.
But this isn’t unique to your store, every Closing TL should be reporting to SD (unless there is Closing ETL)
My store gained an Ulta last year, but it was a part of a total store remodel. They had contractors work overnight to install fixtures and what not, then the remodel team did the initial set.

In my area when ETLs leave the positions are just lost and never posted to be filled. It seems ETL headcount overall is being reduced. Only positions that every store keeps for sure are GM ETL and HR ETL
Is If you’re comfortable doing so, I’d ask that TL to talk and maybe let them know how you’re feeling. If not, maybe just report it to your ETL and let them ease out the situation.
