Make sure your OHs and SFQs are correct (x on floor, y in back, z OH). If either one of those is off, the system wigs out trying to correct it by having you pull the item constantly to fix it.

The POG should also say how many notches need to be inbetween shelves. It'll say "x inches (y notches)" I usually go by notch numbers since our measuring tapes go missing all the time.
