It is possible to know what store you are applying for. I applied for a specific ETL position at a specific store but its not the case usually. I have also seen someone apply for a position, be told what store it'll be and because another etl leaves they are moved before training is even finished.

I changed my tl position 5 times in my first year due to all of those reasons. Had a tl leave on medical loa, then another got fired, then one quit, then another medical leave. I was chosen since I had been with Target for so long and knew the areas.
Allowing under performers to not perform only hurts the tms that do meet expectations and more. A lot of tms want to just come in for their shifts then leave, nothing wrong with that but they need to try and perform.

Yeah I mean I'm not saying you definitely aren't getting it. As long as you haven't had any red flags in your first 90 days it's actually probably better you are new. They are extremely picky when promoting within.

I'm assuming your holiday pay is less because you are a new hire so you average hours is less maybe? You get your usual rate for holiday pay and then whatever you actually work is the premium pay which is time and a half
Must be nice my store has changed every leadership position in the last 2 years except me, one other gmtl, the closing tl, and hr etl. Previous to that we have had changed hr 3 times in the 4 years prior. I'm now on my 4th ssetl in 2 years.
