Is this fair?

A friend of my coworker was fired with no warning after taking a toss item that was PERMITTED to be taken by their bosses. They had full on permission to take the said items because they had been broken. I’m asking as if it’s fair as almost all of their employees have at least taken one item home from toss, yet are now turning their backs on them. What’s up with that? I know it’s technically “stealing” but they were given PERMISSION by higher ups. So what’s the difference?

Permission or not what does the policy says that all agreed and signed?
 
Different treatment for the same action isn't fair. But I don't think anyone at my store would be given permission to take something that had been defected out. How is anyone to know if it wasn't broken on purpose? It's just a giant "nope" for everyone.
Maybe the hammer came down because it was found out what was happening and policy is now being enforced.
