If you're not getting theft results, my advice is to focus as much on operational shortage as possible. Partner with In Stocks, Pricing, etc and make sure LODs see you having a positive effect on the store.
You probably just missed sales enough to lose flex hours and its the end of the month so it's do or die for monthly payroll. If it was hours being "cut" now it wouldn't hit the store until 2 weeks out since hours are forecasted that far in advance
I agree to push for ETL since TL is a dead end, but if OP was turned down for SrTL and offered a TM role with tentative TL bench status, I don't see how it would ever happen. It's almost certainly the same DTL over all of the stores involved to this point...and even if it isn't, the 2nd DTL...

You're right about ETL, but no one gets hired as STL out of college, that's just flat out ridiculous. I don't know where you people get this horrible information.
Oh, and there is no way a store ETL can "create an ETL in training position" for a backfill...there is no pay grade for that and you would be paid from store payroll, aka they're blowing smoke and you'd be hired as a TM. What they are telling you is just categorically untrue.
