1 for 1s/Priority Pulls

I got into a conversation with my SD about pulls. He asked me if I knew why priority pulls were dropping when 1 for 1s were cleared out and showing 0. I have noticed this as well but could not provide any answers. Does anyone know why this would happen?
 
What time of day is this happening? Is the store still open? Is fulfillment still picking batches?
Are POGs/SPs being set?

This happened after 6pm. If the fulfilllment team picked an item on the salesfloor it should be dropping into the 1 for 1s. All pogs are completed no later than 230pm.
 
I swear priority pulls have been broken recently. I’ll leave for the night with pulls at 86% and the next day it only shows us at like 81% or 82% and a category that we cleared out will randomly be super high like we didn’t pull it at all.

Yesterday was Cosmetics and Storage for us. We cleared both out and both were at 100+ early this morning and they assumed we skipped both areas, but both were definitely pulled to 0 as we left. Nothing was tied for either area that morning or the next morning and we don’t have overnight, so nothing was tied or picked while the store was closed.

And I’ve never had problems with the percentage changing this drastically before. Every once in a while we’d be like 72% and the next day it’d show us like 71.5% or 73.2%. Very slight changes, but recently it’s been drastic changes end of day as well as randomly throughout my closing shift.

Our store has a [bad] habit of tying POGs/SPs/Sidecaps and not setting them - much less pulling them. All that would drop in to Pulls for *someone else* to deal with later in the day.

Also a habit of setting but not pulling -- letting it all fall onto the closers (or others) to deal with the pulls.

Some of my Priority Pulls can be a single each vs. the 30% sold to create a pull. So, there will be 12 on the floor, CAP 13, and it will add an each to the Priority Pull.

Also, our fulfillment team will "skip a backroom location" in favor of picking the salesfloor (there's a Greenfield card for that) in order to save time or just because it's more convenient for them to pick from the salesfloor. I have skipped a backroom location if I deem it unsafe or unreachable for me. So, that might cause the item to drop into a Priority batch.

Don't know what it was, but I heard a conversation over walkie recently between an ETL and the SD about some metric being a problem multiple days in a row and the ETL said they knew it had been resolved the day before. Yet it was showing up again as being red.

That makes me think there might be something glitchy going on?
