Venetian blinds are a little (lot) different than out of stock electronics. One you flat out won't get, the other you will and are very likely available at Target.com or a nearby Target store.
The only two times I found appropriate to direct them to another store is if Target doesn't carry it at all anywhere, or when the answer to "when do you need it by?" is tomorrow and it's an online only item and I can't think of an in store creative substitution. (Here's looking at you non-slip shoes for the new job tomorrow.)
