I know that they won't pay for relocation, but what about a stipend? A stipend is just taken from my salary. I'm moving to a whole new city and have no money to get there. I'll be an ETL

Last I understood years ago, if you are just being hired as an ETL or TL, Target will not reimburse you for any moving expenses.
If Target decides to transfer you to another store (~50-100) during your employment, then Target will reimburse you.
