Really? Sounds like more beaurocratic gobblety gooke to me! If I'm setting the bottom shelf, and the shelf above it is low, Sitting on the floor is the ONLY way possible to set it, unless they want to pay to train me how to do yoga. As long as there's a practical purpose for sitting on the floor, it's professional by default, as you're sitting on the floor to carry out your professional duties.
