Go on workbench and go to store reports. You can learn a lot such as how long they have had the same leadership, sales, volume, turnover and retention, unload times, hours, competitors etc.
Are you close enough that you'd be able to visit and wander around ahead of time? Since you work for spot, you should be able to get an idea of the place by looking around, seeing how the TMs behave and interact with guests, how the place looks etc.
When I transferred the store reports helped me decide between stores. I went with a store closest to my volume and it worked out, but I only work one day a week so it’s not much impact on me if it was bad.
Try the store report and visit if you can. Don’t hesitate to act like a guest or flat ask TMs what’s up. They’ll be honest if their TL/LODs aren’t around

No, it's pretty common to use to check up on fellow stores.
Plus Target is so crappy at technology I really don't think they have the manpower to really track what I'm doing as long as I'm not going on pornsites
