Archived Vacation/PH

So my HR TL gave me a packet today about Vacation and Personal Holidays. I didn't really read it through - I skimmed through it because my mind was on other things at the time - but I'm curious as to why I received it. I know that I'm not eligible for PH because cashiers who average 32+ hours/week don't exist, but I have been working enough hours the last several weeks to average over 20 for Vacation.

Would anyone care to offer more information about Vacation and PH?
