Almost every one of the old (superior) REDcard designs are gonna expire soon anyways, within a year-ish. The now-current RedCard design was introduced in September 2019, and Target Cards expire after 6 years.
So the vast majority of old REDcards are gone from the wild, and they will all be gone...
There was something about Small Formats on the Workbench page for Checklanes/SCO (in the S&E Business Page) but I didn't read much into it. I believe Small Formats have their own set of rules, and are able to have SCO open at all times. I don't remember much of anything else it said.
Should clarify that IGS can be used for Checkout, but it can't be the only form of non-SCO Checkout, and that there should still be a Checklane open. But I totally agree with what you're saying.

An update on this from reading up on Workbench.
SuperTargets, alongside select Target Greatland stores will be partially excluded from Express Self-Checkout.
SuperTargets that have one bank of SCO will still have regular Self-Checkout, not Express Self-Checkout if their bank of SCO is on...

That's normal. The inside of the NCR SCOs only has dispensers for $1s, $5s, and $10s. They don't have the ability to dispense anything else. But yeah, they'll take all bills. $1s, $2s, $5s, $10s, $20s, $50s, $100s.
