I've been with Target a little over a year now. I was hired seasonal last year. Recently, I haven't been getting many hours to the point where I'm working 12 hours a week (5 on the new schedule). I thought that I'd be getting more hours around the holidays but no such luck. I've never had any problems or write ups. The people I work with like me and haven't said anything. Is target trying to subtly force me out or am I just being paranoid?

Not totally unusual unfortunately, (especially if you are on plano) because they are trying to float hours across all the new seasonal hires.

It is expected with seasonal hires. They will take a lot payroll.

How is your availability? Having limited availability could prevent you from getting hours.
