Archived can a gsa take 2 weeks of only gstl/gsa shifts at the gsa payrate?

our store is transitioning. we're down a lot of etl/tl. as a result i'm working ot (never an option) and working only gstl/gsa shifts.

does this work like other positions? can the keep hiring gsa's and avoid hiring a gstl because we have strong people who could be a tl?
 
They'll have to hire a TL eventually, to do coachings, reviews, and other things they don't hold the GSAs accountable for, or for stuff the GSAs don't need to be privy to as TMs.
 
My store has actually done this for a long time up until very recently. We used to have 2 GSTLs and 1 GSA or 2 GSAs and 1 GSTL (the bare minimum) and the GSA(s) would always get GSTL - GSA shifts, 5 days a week. Very rarely would they be scheduled anywhere else. They finally put a 4th person, myself, & that's when we GSAs starting splitting service desk shifts. GSAs don't do the Cash Office at my store unless the COTM is on vacation so that's usually not an option.
