Its typical Target strategy. Why give one high performing TM more hours when you can spread the hours on to 3 new TMs at starting wages.

Holiday times, I used to get maxed out at 40 hours or my full availablity. Come to the near end of my Target tenure (9 years), I was averaging 25 hours a week while seasonals were getting 40 hours.
 
Are you full time or part time? If your part time this makes sense. A part timer cannot "average" more then 32 hours in a rolling 12 week period. This is a federal labor law. If a part timer does average more then 32 hours in a 12 week period they legally have to reclassify you as full timer. This means you will then qualify for benefits.

This also works vice versa for a full timer. They must average more then 32 hours in 12 weeks otherwise they get reclassified and benefits dropped.

Don't think it's because you did anything wrong. You probably just showed up on a report and they need to cut your hours for a few weeks to get your "average" back to below 32.
