How do they choose which stores get remodeled?

A store calling for a Union election seems to move to the top of the list…

How old the store is, and the fixtures in it. It’s sales potential and if the old store is holding it back (too small for this or that expansion in a dept. etc etc.)
if the store doesn’t make sales it’s not getting remodeled.
