Archived Internal job change vs hiring outside canidate

Does anyone know if there is a policy about moving a person whos put a request in for a job change instead of filling the spot with an external canidate. I put in a request to switch about three weeks ago just before they announced they were doing a job change. There was an open spot for where I wanted and they filled that spot with an external canidate. I just didn't know if there was a policy for this thing.

I ended up getting the position I wanted through the job change process.
