Archived Promotion plus yearly review raise, still same pay grade as before promotion?

I went from HL team member to GSA, and then just got my yearly review raise. I was PG N07 when I was HL, but my review says it now too, even though I now make $1.20 more than I did as a HLtm. Is this normal?
 
Hardlines TM is a paygrade N03. Same as cashier and softlines. If you were N07 as hardlines, then you weren't keyed as hardlines or something. The only other time I remember paygrades not matching job codes was when specialists were axed. I know I stayed at N09 even though entertainment tm became an N07 job code.
 
I was hired hard lines at N03. A little over a month ago it changed to N07 and discovered this during my review recently. I asked HR, I was told it may be because I work and scheduled electronics frequently. I was given my raise on top of N07, which is nice I guess even though it's prorated.

Yes. I got $1 for the promotion, and $0.20 as a prorated yearly review raise.
