If I want to apply for a different position, do I use the careers link on Target.com or is there a different site current TMs are to use?

Theres one in eHR under other links, click job postings and then it shows you the openings after you find your store. Looks just like the one for external applicants though.

Do you have to apply in store? Whenever I try that link at home it keeps timing out instead of loading, for about 3 days now.

You have to do it from the store as an internal applicant, yes. It will not load from home.
