I wasn't scheduled for the day , ( today) , and asked to pick up a shift in which I had to decline due to not being able to get into work because of prior plans made after seeing I was off. My question is...since it's a black out day and I had to decline to work, can I get into trouble for not working it even if I wasn't scheduled prior? Thanks!

No, you'll be fine. Black out days just mean that you can't ask for it off, not that you have to be on call for it.
