Either keep trying by going in to the store and asking for HR, or wait, or give up. HR is super lame about actually hiring despite the pretense of wanting to hire. If you do get hired, be warned that Target itself is super lame & struggling company-wide.
It's only been a week. You could be lost in the shuffle or the HR person could be unorganized or someone who's in the decision tree has been out sick. Who knows.
If you really want the job, be the squeaky wheel. Call, send emails, show up at the store.
But be advised: @nevermind is correct. Target is struggling right now and it might not be the best time to hire in. There are layoffs happening now at the corporate level. Haven't heard anything about it trickling down to the store level, but I wouldn't be surprised if the belt-tightening that happens immediately after the holidays isn't worse that usual this coming January. New TMs are usually the most effected.

My Target is not super lame. I love my job. Not all stores are the same and not all leaders are the same. My store is great but, there is another store about 10 minutes away that I would never work at even if you paid me triple.
