Target biggest problem is doing modernization just for the sake of it.
If there is no actual improvement that is going to come from the change, why do it at all.
Change just to justify your job, because you are bored with the current layout, or because other people are doing it, are not good reasons for change.
Change because you found a better, faster, smarter, prettier way of doing something?
