I'm looking to transfer and I was curious if I should talk to my store about it first or to the store I wanna transfer to first?

Talk to your store first, get the go-ahead, then apply to that store. Your store should e-mail/call their HR to discuss being placed there. If you're a good TM and the other store has openings in the position you're looking for you should be alright.
