It usually happens when the card is swiped and when the transaction is over $100 and I'm pretty sure it's just a scam prevention step as if someone has a scam card the numbers and names usually don't match what's on the magnet strip. It also does it with some high prepaid visa,Amex or MasterCard cards.
Yep, when a card is skimmed those last four digits aren't picked up...so, if someone uses the card and then needs to provide the last numbers the transaction will be turned down........it is a built-in safety from the banks.
This is why you always ask for the card so you can read the numbers yourself. Also gives you a chance to look at the name on the card, to see if it feels real, etc.
