I was asked today by a guest if there were any boxes he could have. I didnt have any so I went back to the baler. There were some in the baler that hadn't been crushed and I put them into a cart. An ETL saw me doing that and asked what I was up to. I told him and he said we can't do that anymore. Only team members can have boxes now. The guest was not happy.

Wow. Haven't heard about that, but then I haven't heard anything lately over the walkie about a guest inquiring about boxes. Why on earth would we not give boxes that are just going to go into the baler?

There’s absolutely nothing wrong with the above sentences.
Can you give boxes? Can you NOT give boxes? The word "not" is the emphasis with negative connotations. Yes?
WTF does this add to answering the question at hand? Nothing.

As far as giving away boxes goes, and this may have changed, in the old days Target was paid for the cardboard bales, and the money went into the store fund to pay for Team Member morale activities like Ice Cream Day, barbecues and similar activities. Maybe the store wants to maximize their return, if that system still exists.
Giving away boxes can also be a security concern. Any boxes given to guests at my store had to be cut down flat and checked by either AP or Leadership before being given to guests (or to Team Members) to make sure the boxes were empty.
Maybe the ETL in question is right, maybe there is a new policy, or maybe the ETL considers it a waste of payroll or is just being difficult. Who knows? Target isn’t in the greatest position at this point to be ticking off guests, so whatever the reason that guest wasn’t accommodated, everyone loses.

I usually get my boxes from Aunt Betty's Cafe, my food delivery service, and Amazon.

I would take it its more demand thing. You let one guest have some and sooner or later all guests will be asking for some and taking TMs away from productivity.

Must be a store thing, I have no heard anything official company-wide. Sometimes while I am stocking someone will ask for a few of the boxes I have already stocked. The only ones I know you definitely can not give to a guest are the Target repack boxes they are company boxes and are reused.

Because Target makes money by selling bales of cardboard 🤷🏻‍♂️

Sometimes, I think Target looks for ways to forgo community and guest good will, all for the sake of a few bucks. I get that profit is the motive, but it can't be that many boxes that get picked up by people who are moving.
All my years at Target, I've been told we are not allowed to give boxes to guests. AP concern and because target gets paid for the bales. It was very strict in my store when I started years ago. I feel it is now up to the store
