After a 6 month wait I'm finally eligible for benefits on my other job. Is there a way to cancel the target insurance or do I have to keep paying until next year?

You can make changes anytime there is a major life event, marriage etc.
The new insurance qualifies so you can cut it off now.

Go on to ehr to cancel or ck with your hr. It is easier to cancel insurance than enroll to it.

I canceled my dental on targetpayandbenefits.com I'd assume you can do medical there, too.

always get something in writing - from insurance you have and insurance you cancel - even if you print it from the internet. showing dates of start and cancel (of policies)- In case you need to get insurance down the road for whatever reason, companies always want to know about lapses and why.
