our VM is a useless hour sucker that does nothing and I assume most stores are like that based on how they get away with it

Our VM was overqualified and promoted up quickly. Not only was she amazing with her displays but she was patient while teaching TMs how to create moments and what to consider. Now that she’s Specialty Sales TL she’s still one of the best. We just hired a new VM and my fingers are crossed that she’s half as good as our last was and twice as good as everyone else’s seems to be 🙃

What level or position in the store is actually guaranteed set minimum hours weekly ?

Only TL with a minimum of 32 hours or at least that was the case when I worked there.

At my new job, everyone keyed as parttime must be scheduled at least 20 hours per our union contract and fulltime is 40 hours.
