Archived Holiday Pay

I thought if you were considered full time (32 or more as your avg. hours) that you would get paid for 8 hours of pay whether you worked that day or not. I was looking on eHR for holiday pay information and could not locate.
 
I thought that was if you were a TL.
TL's get it regardless but TM's get if worked 32 or more avg. hours. i've gotten the pay plenty of times before but just wasn't sure about what holidays. Do TLs get paid for memorial day and Fourth of July?
 
It's for National Holidays. New Year's Day (not Eve), Memorial Day, Independence Day, Labor Day, Thanksgiving Day (not Black Friday), and Christmas Day (not Eve). These are also the only times anyone gets time and a half, unless you're lucky enough to get overtime.

so who gets paid those, regardless of working or not?
