It's only certain districts (mine included). People at the HQ decided we were using it too much and took the option away. The only way we can fix it is to return the items and resell with the coupon (which absolutely SUCKS when you have category coupons and people buy half the store. If you have a missed cartwheel it's even worse -- you have to process it as a wrong payment and call the transaction back up, which can potentially tie guests money up for upwards of 7 days. Not sure what HQ was thinking when they did this...
