They must have changed that at some point. 10 years ago, TLs were guaranteed at least 32 hours a week.
 
They're still guaranteed that in Washington, Oregon, Montana and Alaska at least. The only positions that were ever in contention was the specialist, or Level 2, positions from years passed where many stores set expected minimum hours do to the nature of their jobs. My store in Oregon required at least 20 hours of commitment, with an ideally expected 32 to 40 to fulfill the leadership requirements since they used the L2 positions as a platform to move on up to Team lead and beyond. The only team lead I have ever seen in my six years, with less than 32 hours, was reduced on a temporary basis simply because of medical requirements and the understanding that he was going to step down anyways due to health issues. They had to even get the DTL and HRBP's approval just to even have this go through. Hell, the entire City of Portland district tells you upfront that you are required to offer open availability (within reason) and 32 hours to even apply for assessments and promotion.

No major retailer will call your position full time unless its supervisory or management, simply because of benefits. It makes no difference to them if you just get 29 hours a week as long as they don't have to offer you full benefits.

Same at my store back then. L2 positions were minimum ~24 hrs per week but they were almost always 35+ as they usually fulfilled TL roles (the ones slated to move up anyways).
