Archived Mystery signing part, help?

What is this black part in my bike display fixture kit? Can anyone explain what I'm supposed to do with it? Thanks

On workbench, there is a bike builders guide with tools. I have the book, which is way out of date & not in there.

It looks like a bike jack to hold it upright so you can spin the wheel (of whatever end you have propped up) to check alignment.

Thanks. I guess I'll just leave it off if no one deems it necessary, lol. Each arm rotates so maybe it's supposed to go around the tire, but it's not mentioned in the directions or pictured in the photos.

Take another picture showing the other side with arms up. I think red eye is correct.

Ask your PMT to help you. Usually hes the one putting bikes together at my store lol
