Archived No insurance for 12 months. How do they get away with it?

New to the company, lost insurance coming here.

Getting 40hrs a week(well 39.9), but cant get any insurance for 12 months, nor is there any special enrollment periods covered by any qualifying life events.

How does Target manage to get away with what looks to me to be a clear violation of federal law?

As previously stated by humble tl , you have to work 1000 hours to become eligible and after that you need to wait until the new enrollment which is in april

WHAT ARE SUMMARY PLAN DESCRIPTIONS (SPDS)?
SPDs are the primary reference for information about your Target Benefits. SPDs are the documents that summarize each of the benefit plans for which you are eligible or will become eligible. They will be available to you when you become eligible for the plans. Target will provide updates annually, if needed, to keep the SPDs current.

If you have already completed eligibility requirements (see Hardlinesmaster's post above mine) at the time of losing other coverage, then you can use that qualifying life event to invoke a special enrollment period rather than wait for the next open enrollment.

It sounds like you are new to Target, which means that you have not met the requirements yet. Your current options are COBRA through your prior employer or ACA coverage until you meet the eligibility requirements.
 
Add 401K with 5% match and BCU (credit union) which features interest bearing checking account and ATM card with thousands of no fee access points to list of benefits.
 
Target has always had eligibility requirements for health insurance for TMs.
