Archived Pfresh CTL's- keyed as?

So just wondering what all the Pfresh store CTL's are keyed as for paygrade? I moved from GSTL to CTL, but was keyed as SFTL- dry/dairy/frozen. I assume this is because they don't want to give me a paygrade increase. I had been told that CTL was a key carrying position, true?

CTL is not a key carrying position unless you are a senior TL. If I am correct, CTL is a PayGrade 13 position.
