if i dont get retained after seasonal is there a waiting limit to apply again

I would think that you would already be in the system. I'd physically show up once a week, in uniform, asking if there were any openings. Unless you were a POS TM, I bet you'd be hired back in no time.

We actually had a seasonal TM from last year get hired again this year. He kept his old TM number and everything.

You should still be in the system, as others have said. Spot generally retains and recycles your TM # even if you've been gone for several years IIRC.
