There aren't as many people trained at Guest Service as there are cashiers. Smaller pool of TMs to choose from = more hours for each.
 
Last time I worked at Target, the GSAs and GSTLs were about the only ones working the Service Desk. They would work 2-3 days monitoring the front and get the rest of the hours by doing service desk.
