extra burden on those 4 - oh ya !

i feel most for our one and only ETL - wouldn’t trade places with them for anything.
 
No that is not a rule. Some leadership teams prefer when you become a TL of a different department/at a different store so that you aren’t supervising people that you were formerly peers with

It's not a firm rule but it is a good practice, generally, unless the person being promoted is very experienced.
