Archived Transfer to another Store

I'm a TM from Southern California, I guess, we're a volume store C or D, because we only get like 3-4 trucks per week..... I remember the days where the previous store I worked for, they had like 5 or 6 trucks per week.Well, my Team Leader. He told my team, that we're moving from the 4am process to the 6am process (I guess, if you're flow team member, does it means bad news?).I tried to transfer before the holidays, the weird part was that even when I saw an opening, my HR manager always gave me bad news that they don't have any openings available. For personal reasons, I don't want to be part of the 6am process. Now, I saw an opening in another store at target.com for flow team members "early morning" and I want to transfer again, my Logistics manager suggest that I should go speak with the ETL Logistics from the store I want to transfer. I guess, I'll go tomorrow around 10am. Is that a good time?In the past, when I moved to my current store, it was very easy; when I saw an opening, I just asked my HR to send an e-mail to the HR manager from the store I want to transfer. Last year, I did the same 3 times, no luck...... any suggestions?
 
i am thinking about transferring because i am moving in the next few months end of may and right now i live about 2 minutes from my store by car but i will be moving 3o minutes away without traffic there is a target that is a little closer to me and i wouldn't have to travel as far. but with all the cuts in hours i am wondering if they would have any openings for me. i work plano and tune in ( i set tune in the night before) i know softlines hardlines p fresh fitting room the phones, guest service and some food ave ( was not fully trained in food ave,) i can also backstock so i know the backroom but i am not trained on the wave or the crown , signing on sunday mornings, i know instocks and pricing, i used to be the shoe specialist when we had those positions. i ring on registers when needed such as backups or shifts that were put in the book. i made my self global when i first started working at target even thought my Softlines etl at the time did not want me to be.

i remember when target was busy we had traffic everyday not just on the weekends time would fly by and my etl made sure all of us had hour or he would find hours for us
 
Up here in Canada there doesn't seem to be a process in place. My ETL-HR said at one point I would need to keep an eye on the careers website to wait until an opening. My ETL-Hardlines told me I would need to resign my position (as a hardlines TM) and then apply to another store like members of the general public. I don't understand why you can't do a direct transfer if there is an opening.
