Basically to be professional, speaking the Target language at all costs. Conducting yourself accordingly.

Wearing the right dress code, being friendly with the guests, having your name tag, being informative, driving the vibe, driving the guest survey/cartwheel all fall into that category.

If you have that one TM in your store that does everything mentioned plus going above and beyond, they're being brand. They're being/promoting/representing Target in the right manner.
