I put in a change several times and they keep getting auto denied. I'm currently working past my availability on a almost daily basis and would like for it stop. I can't go to my ETL or TL with the problem. Should I talk to the HR or STL?
 
Usually it's your ETL that either approves or denies the change, once they actually look at the availability request, so you may as well talk to them about it.
 
I can't go to him because he said he's denying all changes and is "forcing" everyone to open up theirs. He's not even looking at the changes.
 
You can try your ETL HR or STL. They 'may' be helpful. Or, likely won't want to step on your ETLs toes, and be no help.

You could consider sharing with your ETL the reason for the change. Either he/she will work with you, or you will need to start looking for a new job if you have to have the availability change.

Does your work center have problems covering all if it's hours?
