does anyone know how to pull it up in new work bench?

Go under signing or check under applications on the right side on workbench.

I would just type "circular" in the search bar and it'll probably come up.

 

[Top Dollar]

Click the "star" icon at the top right of New Workbench and edit your Quick Links.

You're going to wanna add:
Circulars, Mailers and Advertising

Under that link, you can find this:
