1) if you are one a one year final warning for unacceptable behavior, can you still switch work centers? Such as being coded cashier to backroom?

2) if a LOD writes the action, can a TL/GSTL give it?
 
The TL should be writing and administering the CA, not an ETL. As far as changing work center it honestly depends on why you were written up and your store.

If I remember correctly, the ETL has to approve the CA (or something like that) after the TL writes it.

It depends on the store honestly, you know how everyone likes to make their own rules. At our store we can administer NCNS without approval but any other CA has to be approved by HR or STL only.
 
Only if its a lateral move. If a cashier is on a final they wont get coded as a backroom tm. Thats a promotion from pg3 to pg7.

Depending on the store this may not be the case either. At my store it involves any type of transfer, including stepping down.
 
You can still transfer when you're on conduct CA such as NCNS and key violations. It does not state anywhere that you can't. Now it may not be allowed in specific stores but it's not company wide. Performance issued CA is the issue that stops it he moves.
