do you get paid a min three hours even if you're clocked on for 10 min?

If you were scheduled for a shift and they tell you to go home, technically they are supposed to pay you for three hours.
Now if they fire you right after you clock in or you agree to go home, that's a different story.
But if it's for weather reasons or something like that, yes.
