DTL is where I would go. Maybe in an anonymous way if you're afraid of retaliation. Make your you keep copies of whatever evidence you have.

I would not go to anyone within the corporate reigns.

Nothing is anonymous.... In my time there have been TMs who have called the hotline. How coincidental is it that that TM is called into the STL or HR office within a few days. TL surveys.. Not anonymous. Each TL gets a dynamic email link to take the survey, and a reminder if you have not taken the survey. The STL may not know your answers, but someone does.

If you trust your local PD, facebook inbox them. Most localities will respond this way.

Your state LE will -definately- respond to this method.

if a drug ring does in fact exist, wouldn't it be better to talk to the higher ups at Target so that they can set up a sting? Does your Target store not have functioning cameras?
