HR makes the schedule and your hours are based on the hours they are allotted and your availability. This does not apply to all work centers. For example, at my store the ETL-LOG makes the backroom schedule.
 
So why are the hours very short .

I'm thinking that maybe it make sense to have a lot more people with short hours than fewer people with longer hours because of the high turnover rate? Might be easier to find someone to cover a 4 hour shift than 8 hour. HR or ETL can just extend someone, or find another 4 hr per shift employee.
 
It depends on the store. Some department TL's make the schedule for their workcenter, some stores have the ETL's make the schedule, some stores have HR team members do schedules for certain workcenters (usually cashier schedules.) Ask your TL, he/she should know who makes your schedule.

Hours you work are based on your availability and how many hours are allocated for each workcenter. So the person who writes the schedule gets the amount of payroll hours they can spend, and the schedule is written based on when they'll need the most staffing. If you're available when they need people, you'll probably get scheduled.

Because they prefer to hire a lot of people at 'part time' levels.
That way they don't have to worry about someone getting a high enough average to qualify for benefits. short shifts can also be lengthened if they have call-outs & they have a large enough pool of workers to pull from to cover turnover, call-outs, needed manpower surges (ie: surprise corp visits).

If you're talking about why they're so short recently, it's because of the amount of new TMs coming on to prep for fourth quarter. They have to make payroll hours available for "training" and to see what these new hires are capable of so they can choose the ones they want to keep.
 
TLs or ETLs make the schedule for their departments, ETL-HR makes final edits at our store.

You know what they'll say: check the swap shift board.
I'd get done with my shift at FA or SB then find the LOD & ask if they needed any help.
I always picked up an extra 2-3 hrs cashiering or helping softlines with their zone.
