Target coupons typically will say "Not valid on Clearance"

A manufacturers coupon might have a price limit. Make sure the price limit is within range.

I've noticed most of my coupons on clearance people are also my hey, this $10 off Crest White Strips should work for that clearanced Crest Travel Toothpaste. It doesn't??? BUT WHY?!

If the coupon doesn't explicitly prohibit it, and it is also within normal coupon policy guidelines, then you are good to go.
