I understand that. I gave you my suggestion and my experience.
For what I can see with the withdrawal you need to pick WHY and give the documents. So say you have bills or rent to pay, you will have to provide collection notices or eviction notices.
If you have health insurance with Target you might want to look if you have any money in your HRA, if you do and paid any medical bills your can take that money (and use it however you wish).
