They can certainly shut the store down for remodeling but you have to bet the union is betting on that tactic.
The federal government might not back the workers but the state of New York is very worker friendly especially when it comes to union protections.
I'm willing to bet the union already has their lawyers writing the hold order against Spot before the vote even happens.
There are certain orders judges can issue in labor disputes that keep employers from doing any major changes in the business structure until such time as it is proven that the changes are not in response to the labor action.
You can bet the union won't let what last time happen again.

Sure but target could easily just let them go on strike. Even if they don’t replace them, and just close the store that way.

There are other ways of bringing a company to the table than the strike.
The work slow down is one.
If you do your job but do it to the exact perimeters and consistently follow the rules (ask for team lifts etc.) to a point where the store can't run (and they can't performance you out because they are in the middle of a labor dispute and the union can sue their asses off) then the company will fold.

Target Will NOT fold on this one. It would cause a series of repercussions throughout the country. This store will be closing for sure.

Trust me - there are enough people on the 'island to replace everyone. It wouldn't be that difficult. Plus - they'll borrow from nearby stores if need be.

They can replace them but if the original workers voted for the union then the company will have to hire the new people as union employees.
They can try to break the union later but they will be stuck with it for the time being.

They can transfer non union employees from other stores and then hire there.

Target knows what it’s doing— they’ll find a way out of it
 
I like to think of it as the Fermi paradox of labor organization - if it were possible to organize successfully without retaliation at the store level then we'd have a lot of union stores already. Target has over 340K employees, it's not like nobody else has ever tried it or thought about it before, it's just that ~something~ is stopping it every time.

Workers at a Target in Huntington Station, N.Y., rejected union representation in voting that concluded Sept. 8, a company spokesperson told Bloomberg Law.
Had the bid for representation by the United Food and Commercial Workers been successful, the employees would have created Target’s first unionized store.

About 200 workers were eligible to participate in the balloting. The vote against joining was 118-39, a Target spokesperson told Bloomberg Law Sept. 8. The National Labor Relations Board must certify the election results.

“Today’s outcome confirms Target’s longstanding belief that a culture of mutual respect, in which we listen to our team and resolve issues directly, will always be better for our team members than relying on a union intermediary. We deeply value our store team in Huntington Station and want to thank them for their confidence in Target,” the spokesperson said in a written statement.
